Ozzy in Samsung Commercial

Has anyone seen this before? I have to ask these things now since we don't have cable. I'm so glad I wasn't the only person who could not understand a word that cracked out joker said on his show. It's been a while, so correct me if I'm wrong, but I can remember the producers putting subtitles up when he had something to say.
